Development and creation of a system aimed at identifying persons (perpetrators of crimes) on the basis of an image recorded on a photograph or video materials

Financing: Narodowe Centrum Badań i Rozwoju.

The project is carried out by a consortium: Politechnika Warszawska, Akademia Górniczo-Hutnicza w Krakowie, Naukowa i Akademicka Sieć Komputerowa, Stowarzyszenie Polska Platforma Bezpieczeństwa Wewnętrznego.

The amount of the grant awarded: WUT received PLN 1355815.
Implementation period: 2015-2017.
The main objective of the project is to create a BIOWIZ computer system for biometric identification of the face and/or the entire body, which will be used by the Police in the detection and evidence process. As part of the project, it is planned to develop a BIOWIZ system which will facilitate and speed up the work of the Police in the detection of crimes of the highest species on the basis of photographic and/or video materials, based on biometric identification of the face or the entire body. The system will be developed as an interactive tool, supporting the work of a Police officer. It is assumed that it will operate in several scenarios and will enable the following activities, among others

  •     Searching through a collection of photographs of perpetrators and comparing them with evidence.
  •     Tracking in a crowd of perpetrators until identification (e.g. during mass events in stadiums, marches).
  •     Processing and comparing video materials from various sources (city monitoring, public transport monitoring, CCTV cameras, mobile phones, etc.) in order to select the perpetrators of crimes recorded on evidence.

The modular design of the system will allow for the future supplementation of the list of scenarios and biometric techniques. It will be extremely important to ensure an adequate level of personal data protection, to apply solutions ensuring privacy and inviolability of sensitive data.
